Pasirėmęs lazda stovi Biržų miesto valdybos narys Karolis Miežiūnas, šalia – Šiaurės Lietuvai šelpti Biržų apskrities K-to reikalų Vedėjas V. Kvedaras. 1928 m. rudenį Šiaurės Lietuvoje buvo nederlingi metai. Žemės ūkio ministerija paskyrė kreditą sėklai įsigyti. Centrinis Šiaurės Lietuvai šelpti komitetas per žemės ūkio draugijas ir smulkaus kredito bankus rūpinosi, kad ūkininkai įsigytų sėklos. Šiaurės Lietuvai šelpti Biržų apskrities komitetas buvo išrinktas 1928-12-22.
