Dargestellt ist eine Wassermühle mit Wasserrad an einem Wassergraben. Der Oberbau der Mühle erfolgte in Blockbauweise, wie sie im Oberlausitzer Bergland bis hin zum Riesengebirge verbreitet waren. Ein Künstler mit Namen F. de Paula war nicht zu ermitteln. Die skizzenhafte Malerei, vielleicht eine vor Ort gefertigte Studie im Charakter einer Ansicht, ist links unten mit Farbe signiert "F. de Paula". Nadellöcher in der Malerei deuten auf eine frühere ungerahmte Präsentation. Die Auffassung ist flott, aber nicht charakteristisch. (ib) Das Werk wurde nach 1945 vom Rat der Stadt übernommen.
