Op een troon zit de Romeinse stedenmaagd. Aan haar voeten ligt een wolvin die een tweeling zoogt – het symbool voor Rome. Rechts staat de jonge keizer Constantijn in een glanzende wapenrusting. Rubens maakte deze olieverfschets als een van de ontwerpen voor een serie tapijten over keizer Constantijn – een opdracht van de Franse koning Lodewijk XIII. De serie werd uitgevoerd, met uitzondering van deze.
