Han ble valgt inn på Stortinget i 1922 som representant for Arbeiderpartiet (i perioden 1925-27 var han tilsluttet NKP), og var forsvarsminister i Christopher Hornsruds regjering høsten 1927 og i Johan Nygaardsvolds regjering i 1935.
