Inom kommunen tyckte man att det rörliga friluftslivet behövde ordentliga och välplanerade markområden. Dessutom visste man att Lunds storkommun skulle bildas 1974. Det betydde att Dalby och Södra Sandby kommuner skulle införlivas med Lund. Under 70-talet införde man från centralt håll i Stockholm begreppet "riksintresse". Det innebär att man kan skydda ett värdfullt markområde från att användas på vad man ur markanvändningen anser som ett felaktigt sätt.
